About the VHA

Since 1938, the Victorian Healthcare Association has been delivering vision, value and voice for the Victorian health sector, shaping policy, advocating on key issues and supporting members to respond to system reform. Since its establishment, the VHA has been committed to creating value for members and, through its members, for all Victorians.

Our role is to contribute insight and expertise and to nurture a collaborative environment that inspires others to work with us in shaping a new vision that will transform the Victorian healthcare system.

The VHA’s Board of Directors is a representative board that oversees the direction and strategy of the VHA. The board is elected annually by members and comprises CEOs and board directors from across metropolitan, regional and rural hospitals and community health services. Dr Sue Matthews is the Chair of the VHA Board, being first elected the board in 2014 as the metropolitan hospital CEO representative. Sue is the CEO of The Royal Women’s Hospital and her clinical and executive experience in healthcare spans Canada and Australia. She is a board member at the Victorian Comprehensive Cancer Centre and the Global Network in Strategic Health Sector Supply Chain Innovation (SCI-Net), a council member at the Melbourne Academic Centre for Health and a representative on the Victorian Clinical Council.

Trevor Adem was elected to the VHA Board in 2013 as the rural health service CEO representative and is the Deputy Chair. Trevor is the CEO of East Wimmera Health Service and has held rural hospital CEO positions for over 12 years after a career as a clinician.

Glenis Beaumont was elected to the VHA Board as the community health services board member representative in 2019. Glenis has two decades of senior executive experience in various health services, as well as within the Department of Health and Human Services. She is a board director at Sunraysia Community Health Services and sits on the governance sub-committee.

Kathy has extensive experience in the health care sector and at both the executive and CEO level. Margaret Bennett, CEO of Northeast Health Wangaratta, was elected to the VHA Board as the regional health service CEO representative in 2017. Margaret has broad experience in a range of metropolitan, regional, rural and remote health settings starting as a clinician then to Director of Nursing before transitioning to CEO roles.

Abbas is a Board Member at Central Gippsland Health Service and an Independent Director on the Audit and Risk Committee at Workways Australia. He has experience in executive leadership, business management, health service operational management and is a Chartered Accountant.

Rebecca is the CEO of Primary Care Connect and has over 20 years’ experience in the health and community services sectors, commencing her career within child protection and youth work with a focus on alcohol and other drugs and families.

Janette has over 40 years’ experience in public healthcare, predominately in regional areas with expertise in critical care, research, project coordination, teaching and management.

Elected to the VHA Board in 2019 as the metropolitan health service board member representative, Dr Leslie Reti is a Board Director and Chair of the Quality and Safety Committee at the Peter McCallum Cancer Centre and has practiced specialist gynecology for almost 40 years. In 2013, Leslie was awarded the Health Minister's Award for Lifetime Achievement and a Member of the Order of Australia in the 2018 Queens Birthday Honours for significant service to medicine in the field of gynecology and women's health as a clinician and educator, and to the community.

Tom Symondson has been the CEO of the VHA since 2015 and has more than 15 years’ experience in public policy development and advocacy. Previously, he held senior roles at the VHA, the Property Council of Australia and was principal advisor in Southwark Council, for one of the UK’s largest local authorities.

Tom sits on the Victorian health sector steering group for family violence, he's a board director of First State Super and is chair of the International Federation of Community Health Centres.

As Director of Policy and Strategy, Emma Liepa is responsible for helping to shape policy across the Victorian public health sector, leading the advocacy effort on key issues of relevance to public hospitals and community health services.

Emma oversees the communications function, which is focused on building a powerful voice for VHA members, and leads organisational strategic planning and deputises to the Chief Executive.

Emma’s previous roles include Head of Commercial Operations and Stakeholder Relations at the Australian Nuclear Science and Technology Organisation, and Director of Communications at the Peter MacCallum Cancer Centre.

Emma is a non-executive director and a graduate of the Australian Institute of Company Directors. She sits on the Advisory Board of the Deeble Institute for Health Policy Research.

Melanie Fuller is responsible for member services and providing value to members through VHA’s corporate partnership program.

Melanie has experience in membership, marketing, events, business development as well as product management and service development across a range of sectors including the AFL, not-for-profit and customer owned banking and has delivered various digital transformation projects to expand services and create value for members. Her previous roles include Executive Manager, Marketing and Member Development at Bank Vic and Corporate Development Executive at Asthma Victoria.

Jo-Anne Moorfoot has extensive experience in the health sector across allied health, acute, subacute and community health working in rural and metropolitan settings.

Jo-Anne has worked at director level in quality and risk at two of Melbourne’s largest metro health services and has expertise in risk management, clinical governance and effective consumer engagement as well as transformational organisational change and managing a number of large-scale organisation-wide projects.

Assisting to build capacity for the Victorian health sector, Jo-Anne is responsible for delivering projects and consulting services at the VHA. She is also the Executive Director of the Australian Centre for Healthcare Governance.

Jo-Anne is a Board Director of West Gippsland Healthcare Group and bestchance Child and Family Services.

Ellen Webb, is responsible for overseeing and leading organisational and corporate functions which includes finance, information technology, facilities management, risk management, and people and culture.

Ellen has experience at executive level across a range of industries working in various business models in accounting, human resources, property management, information technology, quality, governance and OHS. Her previous roles include Director, Finance and Operations at United Voice Victoria and Finance Manager at the Cancer Council Victoria.
