About the VHA

The Victorian Healthcare Association (VHA) is the peak body supporting Victoria’s public health services to deliver high-quality care. Established in 1938, the VHA represents Victoria’s diverse public healthcare sector, including public hospitals, aged care and community health services.

As well as providing a unified voice for the sector, the VHA delivers value for its members by offering tailored professional development programs, networking opportunities, and informative events. The VHA advocates on behalf of its members on sector-critical issues by engaging and influencing key decision-makers involved in policy development and system reform.

Board of Directors

The VHA’s Board of Directors is a representative board that oversees the direction and strategy of the VHA. The board is elected annually by members and comprises CEOs and board directors from across metropolitan, regional and rural hospitals and community health services. This breadth of representation ensures the governance structure truly reflects the diversity of the membership and a strong understanding of public healthcare across Victoria.

Dr Sue Matthews is the Chair of the VHA Board, being first elected the board in 2014 as the metropolitan hospital CEO representative. Sue is the CEO of The Royal Women’s Hospital and her clinical and executive experience in healthcare spans Canada and Australia. She is a board member at the Victorian Comprehensive Cancer Centre and the Global Network in Strategic Health Sector Supply Chain Innovation (SCI-Net), a council member at the Melbourne Academic Centre for Health and a representative on the Victorian Clinical Council.

Trevor Adem was previously the rural health service CEO representative on the VHA Board and is the Deputy Chair. While no longer holding the rural health service board position, in October 2022 Trevor was appointed to serve as a board-appointed director for a one-year term to ensure continuity of the board. Trevor is the CEO of East Wimmera Health Service and has held rural hospital CEO positions for over 12 years after a career as a clinician.

Kathy has extensive experience in the health care sector and at both the executive and CEO level. Anne-Marie Leslie is a GAICD and Fellow of the Australian Human Resources Institute. She serves as Senior Deputy Chair at Colac Area Health Board, having joined in February 2018, and also chairs the Surf Coast Shire CEO Employment Matters Committee. Anne-Marie’s executive career was in board and people and culture roles for Cochlear, Bristol Myers Squibb, and Kodak.

Nick is an experienced healthcare executive, most recently working in primary health with the Royal Australian College of General Practitioners (RACGP), and prior to that advising health and aged care focused clients in a legal capacity.

Nick brings 20 years of combined experience in leadership, advocacy, strategy, stakeholder engagement, operations, governance and corporate services. He is passionate about appropriate delivery of health care, and is delighted to be offered the opportunity to join the VHA and support the development of Victoria’s health system.

Juan Paolo Legaspi has specialist skills in strategy, policy, government relations and the legislative process.

Juan Paolo has more than 10 years of experience in developing strategy and policy at senior levels of state government. This includes the design and delivery of significant health system reforms and innovative public health programs. He has advised state governments in the successful negotiation of major national hospital, mental health and aged care agreements.

He holds a Master of Business Administration and Bachelor of Economics from the University of Adelaide.

Hazel Penfold is a strategic communications professional, with extensive experience in the public and not-for-profit sectors.

Hazel has led behaviour change and public information campaigns for the New Zealand and Victorian governments, including proactive public health campaigns and public health incident and emergency management for the Victorian Department of Health.

Hazel is a trusted advisor to senior leaders, with multi-disciplinary communications and engagement skills ranging from campaign planning to media management, stakeholder and community engagement, digital and social media, and change communication.

Ann Yeomanson

Ann Yeomanson is a qualified health professional, senior health administrator, improvement and complex projects leader. Ann has delivered over 20 significant projects in the hospital, community health and primary care settings in the past five years. Ann has experience in Associate Director and Executive Officer roles leading both operations and transformation within a large metropolitan health service and a community healthcare collaboration.

With a past portfolio of work that has extended from the emergency room door to chronic disease management in the community, Ann is particularly oriented towards the importance of creating more connected health and social care experiences for communities. Ann has consistently delivered high-quality work, favourable to a budget in excess of $5M, and has been actively engaged in numerous Department of Health reform and service group committees. In addition to holding a Bachelor of Applied Science (Physiotherapy), Ann has a Diploma of Management and a postgraduate Masters of Public Health, and is on the Board of a recognised public women’s health promotion organisation.

Jo-Anne has extensive experience in the health sector across allied health, acute, subacute and community health working in rural and metropolitan settings.

Jo-Anne has worked at director level in quality and risk at two of Melbourne’s largest metro health services and has expertise in risk management, clinical governance and effective consumer engagement as well as transformational organisational change and managing a number of large-scale organisation-wide projects.

Assisting to build capacity for the Victorian health sector, Jo-Anne is responsible for delivering projects and consulting services at the VHA. She is also the Executive Director of the Australian Centre for Healthcare Governance.

Kate is a qualified CPA with over 30 years of commercial and not-for-profit experience.

Kate's career began in hospitality, with stints in hotels, retail, residential building, property management and development, and airport management under her belt. The not-for-profit sector aligns closely with her values and has provided the most satisfying opportunities in leadership roles across social enterprises, health, philanthropy, child and youth services. Kate also has a Master’s in Social Investment and Philanthropy.
