Member briefing – Navigating COVID Peak

As part of its ongoing COVID-19 advocacy for public health services, the VHA is hosting a forum for members on ‘Navigating COVID Peak’ to better understand the pressure members are currently facing and to identify initiatives that will support the health response over coming months. To support the efficiency and value of the forum, the VHA is asking to attendees to prepare by considering the issues in this briefing.

Member briefing – Health Legislation Amendment (Information Sharing) Bill 2021

On 5 October 2021, the Victorian Government introduced the Health Legislation Amendment (Information Sharing) Bill 2021, implementing legislation that was first consulted on in 2020. When passed, the legislation will enable services to share healthcare information between services and the Department of Health. This member briefing has been prepared to support member understanding of the legislation and the VHA's position.

Member briefing – VAGO audit costs to registered community health services

In 2019, the Audit Act 1994 was amended, resulting in a requirement for VAGO oversight of additional public organisation accounts, including those of the 29 registered Victorian community health services. This oversight became effective on 1 July 2019. This member briefing has been prepared in response to concerns from community health services about increased audit costs caused by the Audit Act amendments. The briefing summarises information that may assist community health services experiencing an increase in their audit costs to identify ways of understanding and (possibly) reducing these costs.

Member briefing – Victorian Antimicrobial Resistance Strategy

From 2018 to 2020 there were 14 outbreaks in Victorian hospitals caused by resistant pathogens. These outbreaks result in disruption of care and significant economic costs – and are an ongoing concern for the VHA and its members.
The Victorian Strategy has been developed in response to a national approach. Australia’s second National Antimicrobial Resistance Strategy was released in March 2020 and sets out the priorities for a coordinated national response. However, the states and territories are responsible for a wide range of actions in the national strategy. Victoria’s proposed strategy seeks to put a number of these into action.

Member briefing – Health and Human Services Climate Change Adaptation Action Plan

To respond to the current and future risks of climate change, the Department of Health and Department of Families, Fairness and Housing has developed a consultation draft Health and Human Services Climate Change Adaptation Action Plan 2022-2026. The draft Plan is intended to guide climate adaptation response across the health and human services sector, proposing short-, medium- and long-term objectives to address climate change impacts. This member briefing provides a summary of the draft plan and what the proposed actions mean for health and community health services.

On 24 June 2021, the Victorian Auditor-General’s Office (VAGO) released a report following an audit of clinical governance at four health services in Victoria. This member briefing provides an overview of the audit and report, VAGO's recommendations to the four health services, and how the recommendations can be applied to clinical governance at all health services.

Member briefing – Mental Health and Wellbeing Act consultation

The Victorian Government is drafting a new Mental Health and Wellbeing Act, as recommended by the Royal Commission into Victoria’s Mental Health System. A consultation process has been launched and the VHA and Mental Health Victoria are delivering a series of consultation workshops to understand the service perspective. This member briefing has been prepared to support member understanding of what is being proposed.

The Victorian 2021-22 Budget signals the first step in a long journey to reform Victoria’s public health system. The Budget includes an overall spend of $23.4 billion to support Victoria’s health system, with a continued focus on COVID-19 response and recovery.

The 2021-22 Commonwealth Budget is largely positive with a renewed focus on long-term health priorities, an emphasis on aged care and mental health, and priority investment for inclusion and diversity measures including women’s health.
