Policy Themes:


A sustainable healthcare system needs a sustainable workforce. Evidence shows that the supply of medical and nursing professionals in Australia will not meet future demand even in the most optimistic scenarios. This workforce shortage is compounded by remuneration challenges and limited scope of practice for existing workers.

Health workers have limited scope of practice because current workforce models are based on academic qualifications rather than clinical competencies. There is potential to create new healthcare roles and enhance the scope of existing roles. However, industrial and professional tensions can impede the evolution of Victoria’s current workforce models.
